Recently, Liuzhou issued the "2025 Liuzhou High-Level Opening-Up Training Plan" (hereinafter referred to as “The Plan"), aiming to enhance the policy theoretical understanding and practical business capabilities of relevant personnel regarding opening-up. “The Plan” specifies training for three types of target groups in need, incorporates various training methods, and will run until December this year.

“The Plan” was jointly formulated by Liuzhou Municipal Commerce Bureau, Liuzhou Municipal Committee Organization Department, and Liuzhou Customs. The main training targets include three categories: members of relevant government departments and units, leading cadres, and key business personnel; responsible persons from import-export declaration enterprises, import-export enterprises, relevant industry associations, cross-border e-commerce enterprises, and cross-border investment enterprises; and enterprises and individuals intending to explore foreign trade or outward investment businesses.

“The Plan” proposes four types of centralized training tailored to different target groups: For government departments serving foreign trade, the focus will be on introducing the current state of Liuzhou's foreign trade import and export, and the duties and main policy measures of customs in serving the export-oriented economy. For responsible persons and key business personnel from enterprises and associations related to industries such as automobiles, engineering machinery, and agricultural product processing, as well as key personnel from the nine major industry task forces, targeted import-export business training will be conducted. For enterprises interested in Customs preferential policies, thematic training on policies such as rules of origin preferences, cross-border e-commerce, and processing trade will be provided. For enterprises with zero foundation in foreign trade, basic import-export knowledge training on procedures like filing, declaration, and inspection will be conducted.

Simultaneously, regular open training sessions will be held. The first Tuesday of every month is the open day for the "Rush Customs Clearance" Youth Service Station. Government departments, enterprises, and individuals can register by appointment, and promotional training will be conducted based on actual registration numbers. Furthermore, if government departments or enterprises have needs, they can also appoint with Liuzhou Municipal Commerce Bureau or Liuzhou Customs to arrange specialized enterprise training and receive "One Enterprise, One Policy" support.
