Strengthening efforts to promote construction of Luosifen industrial park and other characteristic parks in Liuzhou

Recently, the Department of Industry and Information Technology of Guangxi Autonomous Region issued the “Action Plan for the Development of the Food Processing Industry (2025-2027)” (hereinafter referred to as the “Action Plan”), which mentions the efforts to develop national-level traditional advantageous food production areas and local specialty food industries such as Liuzhou Luosifen and Wuzhou Liubao Tea. It encourages cities of Guangxi to leverage local industrial resources, strengthen supply chain collaboration, and establish one or more specialized food industry parks in key sectors, with a focus on advancing the construction of characteristic parks like the coastal soybean oil processing base and the Liuzhou Luosifen Industrial Park.
The “Action Plan” is based on the regional resource endowments and unique dietary culture, focusing on ten key initiatives including industrial layout optimization, industrial cluster and supply chain upgrading, and technological innovation breakthroughs.
It mentions the focus on building specialized food production and processing bases, such as those centered around Nanning, Liuzhou, Guilin, and Yulin for rice noodle, those centered around Fangchenggang, Qinzhou, Beihai, Liuzhou, Hechi, and Baise for grain and oil processing, and those centered around Nanning, Guilin, Liuzhou, and Chongzuo for new-style tea drink ingredient production and processing. It also emphasizes cultivating four new growth pillars in the food industry, namely camellia oil, new-style tea drinks, bio-manufacturing and pre-made dishes.
To guarantee its implementation, the guiding and driving role of industrial revitalization funds will be fully leveraged, with the efforts for supporting continued to grow. Local authorities are encouraged to further intensify policy support based on their actual conditions. Additionally, efforts will be made to strengthen support in land, forest, marine, energy consumption, and environmental emission factors. Central budgetary investments, special bonds, and ultra-long special treasury bonds will be actively secured to optimize and integrate existing funding channels. Moreover, industry-education integration will be deepened, and collaboration between higher education institutions, vocational colleges, and specialized food processing enterprises will be enhanced.
